Nooooo. Sorry, there is some good Spring desert riding on DNR land up
north and east of Vantage in the middle of the state, where I-90
crosses the Columbia, and also near Juniper Dunes closer to the
Tri-Cities, but in August you would DIE. It was close to 110 degrees
at Hanford the other day. That is a place to avoid in mid-summer. This
is one reason they put the Hanford Nuclear Reservation where it is -
no one wants to live there.
I'm not personally aware of any place that would rent you a dirt bike
in south-central WA, or anywhere, for that matter. Probably a mountain
bike.... My suggestion is to stay near the Columbia River and do
something cool and wet. Unfortunately you will have missed the Atomic
Cup hydro races by three weeks - that is something to watch. If you
want to see some pretty but hot and dry mountains you can rent a car
with good ground clearance like an Outback and explore some of the
nearby National Forests. They are about 90 minutes NW and SE of the
Tri-Cities area. I recommend the NE corner of Oregon (Umatilla NF), if
you have the time. The Hell's Canyon Recreation Area (Snake River) at
the OR/ ID border is awesome, but it's quite a drive for a short time
business visitor.
Whatever you do, be prepared for some serious heat - bring a hat and
sunscreen. Lots of folks seem to think that all of WA is cool and
drippy like Seattle..... we have rattlesnakes, sand and rocks aplenty
in a lot of the state, esp those areas not irrigated and tended.
Here's a link with urls for each of the three cities:

BTW, most of the really good riding is up in the mountains where it is
cooler, by a little bit.
