how does the rev limiter work?

how does the rev limiter work? does it matter what sort of bike? if the
electrics have been pulled out (by a thieving prick) would the rev limiter
still cut in?

My rev limiter cuts the fuel off.

The electrics do it so depends how much of 'em are gone.

no. Because without electrics an engine will not start.*

WoosterColeridge Diesel Tractorocycle made in one vehicle garage in
Durstbury Yorkshire during the early part of 1933 could work without

once it was running, yes!!
bugger of a thing to start without a glow plug tho
