....why can't we make a rain pant that doesn't leak in the crotch?

I've had quite a few pairs, none truly waterproof for long. I think
motorcycling is difficult for rain pants because it combines pooling
water (from the sitting position) and stress (from straddling the bike).
Moreover, the pants must be relatively thin to store small and light.

Does anybody make a reasonably priced rain pant matching all the above?

I don't want anything with built-in armor etc, I find it better to wear
rain protection over riding clothes.

Sometimes it's just the seams, but if they have a zipper, that'll leak.
In my current pants the PVC lining simply ripped, I've also had the
inseam rip. (I don't have a lardbutt, but the plastic of the seat and
pants sometimes stick a little when moist).

I would definitely pay more for something with a lifetime waterproof
warranty. But I don't have blind faith in buying expensive stuff; you
don't always get as much as you pay for.

Boat people have been pretty successful at it. Try your local
commercial fisherman supply shop. Or yachtie hangout.

I've used ordinary GoreTex pants with good success. No leaks. e.g. I did
a 500-km slab @130kph trip one fine day last summer, heading to a
wedding. Rained the whole time, sometimes so hard it was difficult to
see. I arrived dry, except for one minor drip that managed to get inside
one of my gloves.

I usually buy Arcteryx, which is a Canadian high-quality brand. I end up
wearing out gear like this because I also do a lot of backcountry
exploration, on foot or in a canoe, sometimes for weeks at a time in
pretty remote places. But Arcteryx stuff usually lasts me 3-4 years
before I just plain wreck it from wear and tear. Just for use on a bike,
it'd last a lot longer. The pants I have now even have a gusseted crotch
and articulated knees, which makes them more comfortable for sitting on
a bike. I suspect any of the higher-end stuff designed for backpacking,
canoeing, climbing, etc. would be fine. It's not cheap, but it does work.

I'm still using the Big Yellow Suit , an overall and jacket set from
Walmart . The zipper in the jacket has been shot for years , the plastic
thingy on the end of oneshoulder strap has been broken for about as long
.. But the snaps still hold it closed , and the crotch doesn't leak .
Drawbacks are that it takes more room than some , and it's fugly .
But it keeps me dry , and so it lives in my left saddlebag . Did I
mention I got it second-hand ? Bought it from a coworker

Clothing is the one thing I've had the LEAST success mail-ordering.
(Granted it still might be the best option in this case).
