The rider was totally unaware of the truck
The truckie was travelling to fast.
I think those 2 things are related.
The truckie should have sounded his horn just when they both came into shot
and continued his turn and it should have been ok.
I dont think it is obvious that the truckie was trying to avoid the rider
I dont think its even obvious he was aware of the rider until he hit him
I hope they gave the truckie a breath test
