Making notes of their regos? It's possible to mount a forward-looking
camera, connected to ANPR software running on a laptop on the back,
which checks the plates read againt a list of known fuzz-mobiles, and
gives you a warning so you can drop your speed. In fact that's fairly
similar to what they do to you. It's all off-the-shelf stuff these
days and as far as I am aware there's no law against it.

It may be more reliable to a) detect radar at a distance then b)
'blind' the unit using 500W chemical laser. Check on whether that is
legal in your state before trying it.
