Liability. Translation: "Our lawyers are a lot more
nervous about you having an accident while in our
class, than we are about training you under actual
hazardous conditions."

Providing training under anything at all like "real
world" conditions, and doing in a "safe enough"
manner to satisfy the legal types, would require
equipment and a facility that would be prohibitively
expensive.
