how to adjust deceleration cable on Kaw EL250 Eliminator

I had to take my throttle grip apart as i was troubleshooting a starting
problem. That's now fixed (was a relay) but now the engine takes about 5
seconds or more to drop to idle after i release the throttle grip. The grip
snaps back right away, but the engine takes a bit for the rpm to drop to
idle speed (1500 rpm). The deceleration cable seems to be adjusted
according to the manual (loosened; tightened to the point it just looses
it's slack). However, rpm doesn't drop immediately after the twist grip
snaps back. Any ideas where to look for a solution/adjustment? Please

.... assuming a carb, i'd check the slide to ensure
it's not sticking. lube the cables. while twisting
and letting go of the throttle, actually WATCH what
is happening and look for the binding.

The cable isn't kinked, or bent at any sharp angles is it? I had a
similar problem once before. When I turned the handle bars full lock
either way, the revs wouldn't drop back to idle, but would when the
bars were straight. After re-routing the cables, everything was fine.<!-- ~MESSAGE_AFTER~ -->
