My TTG featured this story today (Travel Trade Gazette, industry rag)
Perhaps not directly the fault of BA, but it looks like the figures
might have been fiddled for a while to meet queue targets by not
counting the queue from the end!

BAA will be accused of hiding “disastrous” levels of customer service
at its London airports in a Channel Four Dispatches programme this
week.
The Spanish-owned operator claims it meets CAA targets for queuing
but, according to the Sunday Times, the programme claims to have a
leaked document which claims it does not count from the back of
queues.
BAA faces fines if it fails to meet its queuing targets, but it also
faces a growing campaign against the expansion of Heathrow it says it
required to meet demand with a proposed third runway now opposed by
all three main candidates for London Mayor.
BAA has denied that it manipulates queuing measures, which were
allegedly described as “arbitrary” by consultants Booz Allen Hamilton
in the document Dispatches claims to have.
The results of passenger surveys will also come under the spotlight in
the programme after Heathrow claimed to be rated as four out of five
even during last summer’s high profile problems following the
discovery of an alleged bomb plot.
