It's taken almost a year, many phone calls to various C.A.R.B. and
California DMV departments, several letters, a request for refund of
registration fees and way to many visits to the local DMV, Highway
Patrol, and DMV web site.
I had totally given up, filed for a refund of fees and was going to
sell my 2003 Canadian model KX 250 out of state. This past Wednesday,
a real person from the DMV in Sacramento called me at work and said I
needed to turn in my "temporary" RED sticker in order to complete the
refund process. Two trips and a choke hold to the local DMV today (had
to take off work early they stressed me so bad!) provided a small
paper indicating that I had surrendered my RED. I faxed a copy to the
State DMV Technical Compliance Division about lunch time. Even after
nine months, the issue still pissed me off enough just to say screw it
and go home.
In my mail box today is a letter from the California Air Resources
Board stating that after reviewing my letter (which included the
conditions under which this machine was purchased, claims of public
discrimination concerning the latest RED/GREEN sticker fiasco, hard
facts depicting that the VIN serialization is the SAME in Canada as it
is in California for this model, and the fact that Kawasaki Canada
considers this a used machine because of the way these guys are
importing graymarket machines, and that it was purchased from the
State of Utah where off road registration isn't required) that in this
case "has no objections to the registration of this vehicle to the
above individual as an off-highway vehicle with a red sticker."
SHIT!!!!!!!!
On the phone again and try like hell to get in touch with the lady I
just faxed the surrender ticket to. She had left for the day (it was
only 2:45pm), but was fortunate enough that the other person took the
time to dig through her desk, pull the file aside, and note on the
file to check the fax again for a CARB approval letter the next day.

I'm going to Wal-Mart now to get a frame for the letter........

Sounds like the paper work (trees murdered) and telephone calls
(earth raped to dig the coal to fired the electric power plants) generated
more pollution than your 'red' sticker bike ever will.
