#04NR21 - U.S. SENATE DESIGNATES MAY AS MOTORCYCLE AWARENESS MONTH, HOUSE
BILL INTRODUCED

The Motorcycle Riders Foundation (MRF) has learned that last night, under
unanimous consent, the U.S. Senate passed S. 168, sponsored by Senator Ben
"Nighthorse" Campbell (R-CO), a resolution designating May 2004 as "National
Motorcycle Safety and Awareness Month." Campbell, who is retiring at the
end of this Congress, has long been a champion of motorcyclists and an avid
rider himself. In January of 2001, when the current President was being
inaugurated, most Senators were eager to take their seats in the grandstand
behind the President. Senator Campbell gave up a prime seat to ride in the
inaugural parade in the rain. He is truly is one of us.

"This resolution will serve as a flag to folks across the country that
motorcycle safety and awareness are key planks in the MRF platform." said
Jeff Hennie, MRF Vice President of Government Relations. "It's these types
of things that show our elected officials in Washington just how dedicated
and involved motorcyclists are."

The MRF is also pleased to inform you that Representative Marilyn Musgrave
(R-CO) introduced a House companion bill today. If you have the time,
please contact Congresswoman Musgrave and let her know how much you
appreciate her efforts with this piece of legislation at
http://wwwc.house.gov/musgrave/. Under the rules of the U.S. House of
Representatives (rule 12, clause 5), no legislation can be introduced if it
establishes recognition for any purpose through the designation of a
specified period of time. The Senate does not have this rule. The bill
being introduced by Congresswoman Musgrave will have the same points as the
Senate bill, but will not designate May as the primary month. However, all
in all this is another significant step forward for the motorcycling
community.

The MRF would like to thank all of the dedicated individuals and SMROs that
contacted their Senators to solicit their support of Senator Campbell's
bill. It is through your efforts that the passage of legislation like S.
168 is possible. As soon as we have an official bill number for the House
bill, the MRF will let you know so that you can contact your Congressman to
ask for his/her support of this important piece of legislation.
