being stung 80 quid is hardly trivial. I'm not aware that it says on the V5
that if the vehicle is SORN then you have to re-declare it on change of
keeper - it might do, but if so I've not noticed.
There's also the point that if it was SORN he could still be using it
illegally. SORN doesn't stop illegal vehicle use, and since plod can easily
access insurance/mot data they can soon check if a machine on the road is,
or isn't, legal.

Apparently, it is the owner that is SORN'd, not the vehicle. i.e. the owner
is declaring that he/she wont use the vehicle on the road, not relying on
the vehicle itself to get on the road all by itself. IYSWIM.
Change of owner = New SORN declaration

When you get a new vehicle, that is untaxed, you normally go and tax it.
If you are not going to use it, you SORN it. Not hard is it ? The SORN is
for a vehicle kept at a location by a person. A new person/location = a
new SORN. I have a bike, GSX250, kept 20 miles away, I have no problem
reSORNing it each year.

I conceed it is an utter waste of time, and totally a game of paper
shifting. However, for the few seconds it takes to reSORN it is a
nobrainer.

Yebbut, if you buy one *with* tax, you say "good, it's got tax on it", and I
for one didn't know that the SORN needed re-applying if you buy a SORNed
one. I do now - the general perception though is that SORN is "instead of
tax" and this is reinforced by the DVLA's own reminders which say "you must
now either tax it or declare SORN" when it's due to expire.
So unless you've done it before and found out, there's nothing to tell the
average punter that if they buy a SORNed vehicle that it doesn't transfer to
the new keeper the same as a tax disc would.

The tax disc belongs to the vehicle, not the keeper.

and it's not immediately obvious that the SORN doesn't. It doesn't say
anything about SORN on the V5 in the notes about transferring it - not even
in the bit about continuous registration. In fact, it's damned silly (which
is no surprise) that the SORN doesn't stick to the vehicle, seeing as it's
the vehicle that has to be insured, taxed and MOT'd for use on the road, not
the keeper.
Of course, they could solve it by issuing a SORN disc in place of the tax
disc, then it would all be simple and plain and you'd know (by looking at
the disc) when it was due to expire - also the disc could stay with the
vehicle when it was transferred... But that'd mean that they'd lose out on
the chance to fine you for not doing something which it's not apparent that
you should need to do.
