I don’t know how Parts Unlimited is handling this but it’s a National
Promotion (U.S. for sure, maybe other countries I don’t know) from what
I can tell. You buy a rear Diablo and get a front Diablo for free plus
a $20 shipping charge.

The coupon for the free front tire isn’t available until the 15th
though. You can print it off on Pirelli’s site after that. You need
to join there club first however to get the coupon.
