With a vote of 118 - 79 the PA House of Representatives today
passed SB 259 which now goes to the Governor for signature. He
has 10 days to sign it or let it lay. In the latter case, the law becomes
automatic without his signature. Governor Rendell promised us in
private and publicly that he would sign. I understand he reiterated
that pledge today. It looks like adult riders in PA will have a helmet
choice sometime in Spetember 2003 - 60 days after the Governor
signs our bill.

The modification will allow adults over 21 who have either 2 years
experience or have passed the motorcycle safety course to choose
when/where/if to wear a helmet.

It's been a long damned fight to return freedom to PA bikers and it
surely isn't over now. There will be future attempts to reinstate a
mandatory helmet law and ABATE will be right back in the thick of it
to insure that doesn't happen.

Thank you to everyone who helped by contacting PA legislators to
tell them you were watching. Another thank you to those of you who
leaned on AAA. The language they wanted in an amendment was
offered as a resolution. It passed, requiring a study of motorcycle
accident statistics to be conducted in the future. Resolutions, by the
way, are non-binding and ABATE did not oppose it.

Now, for the first time in a long time, I'm going to grab up the
Tangueray, stay home and get shit-faced.

Mark PA down on your freedom maps as # 31.

Congratulations To PA and all the Freedom Fighters there.

This last session LA had four bills attempting to repeal our freedom to
choose. With the backing of Governor Foster , strong lobbying by ABATE
members and the LMRA, all 4 bills were shot down. BUT, we will have te
same fight on our hands next year, minus the very influential governor.

If anyone else from LA reads this board and is concerned about
motorcycle right and/or our freedom to choose check out an ABATE meeting
and join. ABATE of LA is at www.abateoflouisiana.org
