Post subject: Making a motorcycle exhaust legal - NSW

Ok - I figured, seeing as I want to get a new exhaust for the ZX10, I would
ring up the RTA technical line about this.

This is what I've done.....

I've run the number (1300-137-302) and waited on hold for around 20 minutes.

This is what I was then told on the phone.

Option 1:
On an ADR plate on the exhaust: The exhaust manufacturer, type of
bike it was designed for (which fairly obviously needs to be the bike it is
attached to), noise level at 1/2 max revs, and amount of revs that 1/2 max
revs is.

Option 2:
On the exhaust: A marking denoting the exhaust make/model.
On a certification sticker attached to the bike: The exhaust
manufacturer, model type (as above), bike type, noise level, and revs.

Option 3:
An engineers certificate ($$$) certifying that the motorcycle with
the exhaust fitted is road-legal.

I am going to write to them and ask for this to be confirmed in writing, and
to ask about getting tested and getting the sticker.

I will let you know what I come up with.

Oh, and one more thing. This DOES apply to cars as well. This means that,
technically, unless the exhaust is bog-stock-standard on any vehicle, it
needs the plate and/or sticker thing, or an engineers report, or else it's
not legal.

What makes you think it's required for cars?

The pdf file is bikes only, did they tell you it was for cars too?

The "it applies to cars to" refers to the info, not to the pdf.

The info was what I got given by the man on the other end of the phone, and
I specifically asked him. That's why I'm going to write to them to get it
all in writing.

Basically, I rang the number to ask about bikes, so he told me the 3 option
things (oh, plus the fourth option of fitting the original exhaust) and so I
asked if that applied to cars as well, as in all of it, and the guy told me
that yes, it does. And then went on to rant and rave about loud exhausts,
polution control, etc etc etc.

So _according to what I've been told by the RTA_ all those WRX's with "The
Cannon" as it is dubbed (or the "fully sik penis extension" as it could be
more accurately titled) are actually operating illegally.

Those big mufflers on cars are certainly illegal. They are (most of the
time) on two areas - modification to standard system and above maximum db's.
There may be a loophole or workaround to the modification bit but the only
way around the noise one is to make it the max allowable and no more. That
is a good pdf file! How about Harleys with ape hangers, straight out
exhausts, chain final drives with no gaurds? Reverse shifters ala race
bikes is illegal. Sissy bars "...must not extend above the rider's head..."

The RTA verbal advice is worth the paper that it's printed on unless you
recorded it, but as the old saying goes "ignorance of the law is no excuse" so
even if you can prove some public servant mislead you, you're still up the
proverbial if you get a snarky/literal magistrate

Bottom line you either have a stock pipe with matching ADR sticker on frame plus
matching part number on pipe, or you have an aftermarket pipe with the correct
label attached to the pipe stating the noise level at a certain rpm and the
manufacturer and model of pipe and manufacturer and model of the bike.

(of course if the dB number represented on that aftermarket label happened to
differ from the actual noise emitted from the pipe that would be an unfortunate
accident, the fact that they just check for the sticker and not test the noise
level shouldn't prevent you from ensuring you get your noise level tested and
ensure you are under the 94 dB limit (100 pre 86))
