Has anyone encountered this? By shortening the rear shocks on a Dyna
wide glide It lowers the fender, My question is, With a wider rim and
same width tire, Will that give me enough clearance? Should I go with a
tube to be sure?

Sure, put a 200 rim on there and stick with your current rubber, you'll be
golden.
