When I still had a vehicle that was financed. the bank held the title.
When I paid the loans off, among the paperwork they handed me was the
title, with the banks info in the box marked "leinholder". Took the
signed-off title to the revenue office, and they issued a new one
without a leinholder.
Just the way they do it in Arkansas. The thing that was hard for me
to get used to was that the previous ower keeps the plate.
If you trade at a dealer, they pull your plate off the old car and put
it on the new one. You've got like 10 days to go to the revenue
office and either switch the vehicle on the plate or get a new plate.

In WI the owner keeps the title and it has a lien holder stamped on
it. Unless you have the letter from the bank releasing the title, you
can't change the registration, get plates or a new title if you are
the new owner.

Plates in WI always stay with the person that registered and received
the plates.

Had 2 friends have problems because they did not remove plates when
they sold or junked the vehicles. One bud junked an old Buick used as
a winter car and left the plates on it. They were expired. Those
plates ended up attached to a late model Olds with current year
stickers on them. The guy that had them racked up a tremendous
quantity of parking tickets in another city in a couple of weeks. My
bud went to court 3 times to clear his record. They never did catch
the guy that did it.

Another friend forgot to take off the plates when he sold it to a
"lady" his wife worked with. Two days later the lady didn't come to
work anymore and that night he was surprised by FBI agents at both
doors during dinner. It seems the lady and two of her friends robbed
3 banks and used his car for get aways! His wife was a hair dresser
and had pink/fucia hair at the time and so did the lady. Lucky for
her the lady and her two friends were black!

I bought a car once and the DMV sent me the title instead of the credit
union. I ignored the cu for a while but they got serious so I took the title
in to them. I had paid off a major part of the loan so they agreed to just
held the title until I paid the car off instead of sending it back to the
DMV and getting their lein put on it. Saved me the expense of refiling the
title twice. Might be his case too.
I'm like most others that have answered though, if he doesn't have a good
explanation and/or confirmation from the bank I'd walk away.

In Calif, where I used to live, the plate stays with the car when sold
and you're supposed to file a paper with the DMV.
Sold my wife's old Satellite and didn't file the paper.
A couple of months later the wetbacks that bought it got involved in a
hit an run acccident and the car was impounded. They came and asked
if we could get it out for them, as we were still the registered
owners(hell, no we didn't).
About a week after that we heard from an insurance company for some
other driver. Apparently this other driver had backed into the
Satellite in a parking lot prior to the h&r. The adjuster wanted to
look at the car to settle his insured's claim. Told him which junk
yard the car was in and that we no longer owned it. He stated we were
still the registered owners and a couple of weeks later(about 10 days
before Christmas)we got a check from the insurance co. for like $2500.
Worked out real well, as my wife had taken the money from the car and
bought her '72 Sporty. The check from the insurance rebuilt the motor
on the bike.

That is the common practice, although it ain't technically legal. Running
your tags on the new rig before getting it transferred at the revenue office
is considered "ficticious" and makes you subject to a ticket. That's always
seemed kinda screwy to me.

You're less likely to be pulled over in a car with a tag than one
without a tag. But if you get pulled over in that 10 days without
a tag, that's cool. If you're running that tag that's not yet associated
with the new rig, it could be ticket city (at the officer's discretion of
course).

I know that's probably TMI, but I heard it too many times from
little sis when she worked at the ASRO.

Last time I called them I told the sales manager that I'd screwed around with
this long enough and that I was going to get it taken care of. That'd I'd prefer
if it was taken care of with their cooperation, but that their cooperation
wasn't required.

Next day their finance director called me, blew some smoke up my ass.......she
promised to call me back "on Tuesday" with a proposed resolution......Tuesday
was almost two weeks ago. Guess she didn't say WHICH Tuesday.

They're a member of the Better Business Bureau, and as a listed member, they
have agreed to participate in arbitration of all disputes......looks like it's
about time for me to file a complaint with the BBB.

Then it'll be time to hit up small claims court.....

Being retired, I've got all the time in the world to dick with this......
