Why do people insist on driving at 20mph (indicated) on a clear 30mph
road?

These idiots are in perfectly good vehicles, capable of the speed
limit. the road is a clear (but no overtaking opportunities) main
road.

When I took my test, that would have been "failing to make progress" -
an automatic fail.

They're as bad as bloody caravans!

Exterminate!

Probably too lazy to change gear... or too feeble to push a bit harder
on the accelerator.

BTW, no sign of the item, yet. Hopefully it'll be on my doormat, when
I get home.

Whereas you rigourously adhere to everything else you learnt for your
test?

Chill out man, overtake them at your leisure[1].

There is a long steep-ish hill up to my village, it's NSL and you can
normally make "good progress" up there. But I really get pissed off with the
narks that drive up the hill at 20 mph, then as soon as they enter the
village and the road straightens out, they bloody accelerate to 40+ in the
30 zone!

You really should have been a little more rigorous in your checking.

You should try living around here. Grange is the human grave yard. Old
people drive here (slowly) to die. Caravans as big as houses [1]. Plenty
of drunks drivers [2].

I was behind a car which stopped on a hill to select first gear. It was a
bloody 3.5L BMW for god sake, it would have taken that hill in 5th.

Its not just the OAP's. A few weeks ago I was behind a lass on a moped, she
was constantly looking over her shoulder and wobbling all over the place,
she hit the kerb and almost lost it. I was behind her again last night, she
has stopped looking over her shoulder now and was riding a smooth line. All
she needs to do now is remember her lights.

[1] Statics regularly transported to and from local camp.
[2] Sometimes hard to tell the difference between a DD and an OAP. Both
bounce between the kerb and white line, braking when a car comes the other
way
