I think most of the XS400 (maybe even 650) fenders are the same or at
least could be modded...
You can try E-bay or get a generic trailer fender cheap and mod it to fit.

I have recently acquired an 83 Maxim 400 I'm working on now...just got
it started this week, first time it's run in 6 years, and it sounded
great....
